Get ready for the PPWR with Tosca

The new EU Packaging and Packaging Waste Regulation (PPWR) overhauls existing rules to reduce packaging waste and its environmental impact. For the first time, reuse is prioritised over recycling, favouring systems that cut waste at the source.

The regulation also introduces Extended Producer Responsibility (EPR), making producers financially accountable for packaging waste. Reusable packaging is usually exempt from EPR fees, helping businesses lower compliance costs.
PPWR applies to all packaging types—primary, secondary, and tertiary—impacting every stage of the supply chain.

What does PPWR mean for your business?

The regulation includes ambitious targets that will require a shift in how companies think about and manage packaging:

Reduce Waste
REDUCE: The PPWR sets binding packaging waste reduction targets—5% by 2030, increasing to 15% by 2040.
Recycled Content
REUSE: Introduces mandatory reuse targets for specific packaging types (transport, sales, and grouped packaging), reaching 40% by 2030 and 70% by 2040.
Products (Other Food)
RECYCLE: Requires minimum levels of recycled content in both food and non-food contact packaging.
Cost Saving
EPR (Extended Producer Responsibility): Imposes fees on non-reusable packaging to cover waste management costs. Reusable packaging is generally exempt.

Sustainability Report

We continuously improve the value we offer our customers by setting ambitious internal sustainability goals of our own. For example, we have committed to a 42% science-based reduction target for Scope 1 and 2 emissions by 2030, with ultimate validation through the SBTi, knowing the impact our emissions have on your Scope 3 goals. Why reusable packaging is the smartest path to compliance

The PPWR makes it clear: single-use packaging is on the way out.
Reusable plastic packaging offers measurable benefits that help businesses meet both regulatory and operational goals:

Avoid EPR fees

Reusable packaging is typically exempt from the new financial obligations tied to packaging waste.
Lower Water Use

Reduce emissions and water usage

Durable, reusable packaging solutions such as plastic pallets, crates and trays cut emissions and water usage.
Cost Saving

Lower long-term costs

While single-use packaging creates a constant purchasing cycle, reusable assets are more cost efficient.
